Commercial real estate veterans Ross Litkenhous and Nick Over created Oasis Digital Properties to meet growing data center demand in communities both inside and outside established technology hubs. Their expertise in commercial real estate, data center development, and policy issues uniquely positions Oasis to successfully navigate challenging environments, bringing data center development – and the economic possibilities that come with it – to markets of all types. In addition to our in-house team, Oasis utilizes a curated network of strategic partners with deep data center development experience who share this vision.

Nick Over
Co-Founder | Partner
Nick Over is a principal at Potomac Development Group with a focus on development and acquisition opportunities.
Nick’s expertise includes identifying, evaluating and initiating new real estate development opportunities within existing assets or raw land with a focus on data centers, mixed-use, retail, residential, and office products. Creatively finding value-add opportunities and executing on complex entitlements and construction is what drives him. Nick is an industry leader who can multi-task and has extensive firsthand lead experience from project conception through to completion and on-going operations of mixed-use assets.
Prior to joining the PDG team, Nick was the Vice President of Development for Retail Properties of America (now Kite Realty), where he led the development teams in the east region. Before that, he spent 10+ years at The Peterson Companies and Federal Realty Investment Trust supporting some of the largest development projects in the D.C. / Baltimore corridor.
Nick has a B.S. in Business Administration and Accounting from the University of Louisiana-Lafayette and a J.D from Loyola University College of Law in New Orleans, Louisiana.
Ross Litkenhous

Ross Litkenhous has been immersed in the world of commercial real estate for more than 20 years, helping local leaders and developers alike maximize their investments in developments across the United States. Following leadership roles at local, regional, and global real estate companies, he founded Cavalry Real Estate Advisors, a full-service commercial real estate tax and advisory services firm, and Taxonics, North America’s leading real estate tax technology platform.
In addition to his professional work, Ross has served as an elected member of the Falls Church, Va., city council and currently serves on the Falls Church City Economic Development Authority. He has also held positions on a variety of boards and commissions, including the Falls Church Board of Zoning Appeals, the Metropolitan Washington Council of Governments, and the Northern Virginia Regional Commission.
This experience provides Ross with a unique perspective on the specific issues local officials face when evaluating potential real estate development in their jurisdictions. When it comes to hot-button items such as land use and tax incentive packages, Ross’ work on both sides of the public/private aisle allows him to help leaders understand the true economic impact of data center development on their community.
Ross received his Bachelor of Arts in Political Science and History from Birmingham-Southern College with a Distinction in Leadership Studies and holds an MBA with a specialization in Real Estate and Urban Development from the Kogod School of Business at American University. He lives with his wife and three daughters in the City of Falls Church.
